用什么方式打菲律宾或香港的电话

Cebu发了航班更改邮件，如果需要取消航班办理退款，需要打香港或者菲律宾电话。不知道要打多久所以问下资费的事情。。。另外问下如果是选择travel fund的话，有什么有效期的规定吗？

我刚打开我的看了下- -我不知道有啥区别- -只知道人家给我冲了10刀 - -打了好几次还有几刀- -
